I've interpreted this as Sam Francis-style color bursts erupting from the canvas edges - saturated blues and greens representing the cold maritime environment, with violent splatters of warm yellows and reds pushed by the 14.3 m/s winds, leaving luminous white breathing space in the center where the low pressure creates a dynamic void.
